As it is desirable that the Provisions of the Section in question should be extended to Certificates granted in the Colony, I have, in accordance with Your Ladship's instructions, forwarded the Scheme to the Acting Barbour Master with directions to conispond direct with the Board of Frase in all matters arising out of the instructions.
